Surf City’s Enterprising Spammer Sends Out More Than 5 Million Text Spams

Phil Flora of Huntington Beach, California, agreed to pay $32,000 to settle charges brought in February by the Federal Trade Commission for sending out millions of text messages for loan-modification services, aimed at financially stressed homeowners with underwater mortgages. His  service used the domain name loanmod-gov.net, but had no affiliation with any government agency.  Flora was accused of collecting personal details of people who responded, and continued to bombard them with spam, even when they demanded he stop spamming them, the FTC said. He has agreed to abide by anti-spam laws, according to news reports.
